The only reason subs are an issue is because of the above line. Every other reason is an annoyance at worst.
Subbing in a village player with extensive meta on a deep wolf is the single greatest way to totally ruin a game.
That wolf did things they knew they could away with based on the players in their game. There is no counterplay except to NK the player subbing in, which can only be done at night.
This guy seems to have a lot of awards, we should listen to him

i think automating the message is probably less effective than having the host send it
it’s easier to dismiss a boilerplate automatic PM than it is to dismiss an actual person telling you
my message was worded poorly tbh the but was meant to cancel the first bit I don't really want the message automated because a human touch is important imo

I think all minutia and fringe cases are important when considering policy implementation so the rolled out version is as polished as possible. When aiming for standardization, the standard must be ideal. Because I guarantee you, if you think of a fringe case and discard it as too unlikely or unimportant, it will happen and you'll need an answer for it.

Also just to voice some concerns with the enforced cooldown period: When does the timer for the cooldown start? When the request is put in or when the host sees it? What cooldowns do we use for different phase lengths (Amrock already suggested a few)? If these cooldowns are on the shorter side, what happens if there isn't a mod on hand to address them within that time frame (say 3 hours in a 12/12)? I could probably come up with more but these are a few key points that would need satisfying answers for the cooldown proposal. And I think all that hard thinking can be circumvented by other means.

The big timing issue is that the message needs to come after they request a sub but before it goes through, and generally these things happen at a pretty good pace. You might say to just enforce a delay and that could work, but I envision complications in game flow as a result, especially if there aren't enough mod hands on deck to address every substitution immediately. This is where I advocate for host initiative to send the message themselves. Hosts are made aware of sub requests instantly, so no need for middle mod management.
