The conviction that owl had behind wisdom being a wolf was just way too confident given that she was a pr claim and was self resolvable.
In fact, none of his other pushes even had any meat to them. He pushed people that voted Vivax and voted you, but didn't push anyone on those votes directly. Just the wagons as a whole. He also self pres'd on Eva while she was literally defending his life and gave absolutely no rhyme or reason behind it.
The moral of the story is that owl was not confident in anything to push except for a pr claim. I just really felt he was in the know she was lying because they share a mafia chat together.
